Dr. Restituta Magpantay brings over 30 years of leadership and supervisory experience from the Department of Health (DOH) CALABARZON. She led the Family Health Cluster, while also serving as the ISO Certification Quality Internal Auditor and ARTA Point Person in the region. During the pandemic, she was appointed Regional Head for COVID-19 Response and Vaccination.
She served as Regulatory and Licensing Officer Leader at DOH CALABARZON for five years.
Dr. Magpantay has collaborated with prominent international development agencies such as UNICEF, USAID, and JICA, focusing on programs for Maternal, Newborn, and Child Health and Nutrition (MNCHN) and Family Planning.
As a recognized trainer and speaker, she has conducted numerous sessions on MNCHN, family planning, and the regulation and licensing of health facilities.
With over 35 years of experience in healthcare operations—including patient services, facility and community engagement, and office management—Dr. Magpantay is deeply committed to advancing public health and quality care.
